Alexander Ryzhkov, a Russian billionaire and former General of the GRU, ran a covert operation approved by the Prime Minister of Russia to provide a Saudi terrorist with Russian nuclear suitcase bombs to attack two American cities. A CIA operation thwarts his planned attack and kills many Russian intelligence operatives, including his brother Sergei Ryzhkov. The billionaire is out for revenge.
